The penalty, also known as the "shared responsibility payment" is included on tax returns for taxpayers without minimal essential health insurance coverage. If you are one of those taxpayers, the government says it's not too late to get qualified coverage through the marketplace for 2015. There is an extended enrollment period just for you.
